The individual N-H dipole moments get canceled equally in opposite directions in the symmetrical tetrahedral shape.
Thus, it is overall non-polar (net µ = 0).
However, it carries a formal charge equal to +1.
When it gets strongly held by an equal but oppositely charged halide (Br–) ion, it results in an overall polar NH4+ Br– unit cell.
Consequently, NH4Br is polar with a non-uniformly distributed charge density.
