Is KClO4 an acid or base or salt?

Potassium perchlorate, KClO4, is neither an acid nor a base. It is a neutral salt. KClO4 is a salt made from the neutralization of strong acid (HClO4) and strong base (KOH). Its pH value is equal to 7.

“According to the concept, strong acid and a strong base will form neutral salt. So, pH of the solution will remain equal to 7.”
